You still need to pay 67,000 shilling to apply for a US Visa after getting the Green card!!!

Vey true, the letter recieved that you have been picked in the lottery Does not mean that you have the green card, Only means you have been selected for the chance to get the green card.
You have to go for medical tests and pay visa application/processing fees, after which u get an immigrant Visa, which expires in 6 months, so you have to make your first entry in those six months. Only after you make your first entry into the USA then are you assured of a green card.

so what are the typical requirements to get the immigrant visa? is there a minimum bank balance you are required to have?

No minimum Balance in your account needed. Just an address of where you will leave once in the US, and the fees quoted by essyk plus the DOS fee. You can email the Immigration department for more details
