CDF as launched in 2003 had only 1.26b released by treasury. This was increased to 18b representing a paltry 2.5% of annual budget.
Fast forward...the new constitution proposes to raise this allocation to 10% of annual budget.
So does that mean if 445m was lost then, when the allocation is raised to 10% we might be looking at approximately 4b loss annually?click here. shopping and advertising made easy n free at www.eastafricanized.com
