Audit of CDF Projects

Just thinking who normally audits CDF projects. Funds have been allocated to this kitty for seven fiscal years, 2003-4, 2004-5, 2005-6,2006-7, 2007-8, 2008-9, 2009-10. At an average of 30m per constituency, over 200m have been disbursed to each. Over Christmas, I travelled to my constituency, which is a small one. I couldn't believe that even 50m has been used there for development. I visited a class room whose cost is expensive than a similar building in Nairobi, while there some resources are free like sand.

Who audits these white elephant? Is it the Office of Controller a& Auditor General (do they have capacity?), Big Audit firms or Parliamerntary Service Commision (self-evaluation?). While I know in some areas CDF has been successful, it requires serious audit and evaluation.
