This deal sounded to me like

Trash your local area network (the ki-switches board and jammas manning the switches in your IT dept) and we can create you and manage a LAN within our network. We can do it whichever way you want so long as safaricom is available in the areas you operate. Even country wide.

Did i get it right? what are the implications? could people in the know of the deal (cisco people) be behind last rally of this share?
