Price disparity in wheat?

According to mfarm.co.ke the price of wheat in Kisumu is almost 6000/bag compared to just over 3000/bag in the rest of the country, is this true?

What would cause such a price disparity and why are people not sending their wheat to kisumu until the prices converge?

I would imagine that the demand in Kisumu is low that's why the few who buy it have to pay through the nose
