I think Papa Wemba resigned his position. A few years back in an interview he said he regrets championing the SAPEUR movement because it caused him to waste a lot of money on crazy expensive clothing.

You know the Papa Wemba started during an era when money used to flow to Congolese musicians like water down Thompson Falls. Nowadays money is scarce due to free downloads of music. Musicians are going broke. It has become very difficult for Congolese musicians to make ends meet.
