Duty exception for my Car

Hi good people
i have imported a car from japan for my client and he qualify for a duty exception now someone in kra is denying him the exception and demanding for the duty to be paid.
anyone out there to assist.

Qualifying and actually being exempted are two different things.
shouldn't you apply for the exemption before importing ?

what are the requirement for exceptions . a foreigner with both work and resident permit in Kenya . he hsa been in then country for more than 3 years .
when i did my checked initially i was assured of the exception by ministry of foreign affairs . now things are turning around . any help on the same matter is much appreciated since the car is docking tomorrow in mombasa

We have a big fiscal deficit we can't exempt every Tom,Dick and Onyango.Pay up and help on our current account deficits,otherwise you should have bought the car locally,unless your car is Obama's BEAST....

Check what his organisation's host agreement with the Kenyan government says. In many of them, you are only exempted if you buy the first 6 months on arrive and 4 years later. Also, kindly check if he has another vehicle registered with KRA. KRA only allows one car duty exemption per person, sometimes two per family. Just because he is a foreigner does not mean he is exempted. the organisation he works in has to be exempted too (I believe).

its been tough and the only option was to change the destination to kampala costing extra 7000 USD . this is for transporting the car to Uganda and duty plus registration. it looks Ug are better than our gov in term of DUTY.
this is the reality. regret always come later when the damages has been occured
