Does anyone have link to obtain regulatory filings

I was reading an article about how J. Mbaru has dropped of top list of Transcentury owners click below:

Mbaru drops off list of top TransCentury owners

In summary it says "February regulatory filings show that Mr Jimnah Mbaru had traded 9.4 million shares equivalent to a 3.3 per cent stake he previously held in the company."

My question, does anyone know where to go to get this monthly regulatory filings of each stock for example some website?
I would like to know where nation gets this information so I can look it up myself.

For example, if I own stock in company X, are the owners dumping the stock. Or are they holding on to it.

A good point you are raising. This is very useful information in tracking not just the big exits but also the big entrants. Imagine waking up to find Meralli among the top owners in the company you own?

Electronic filling with SEC is well enforced in states. Not sure of CMA

I agree, businessdaily is getting this information from somewhere, the question is where? It is critical to know what the major shareholders of a company are doing with their shares.

Also, what if a major owner/shareholder sold/transferred their shares to a shady character. As an investor I should know this.
