In places like Nairobi where land is so expensive, one should always think along the line of maximum returns/ square foot. The closest that can get to your idea is building a high rise morgue but not a cemetery!

Not a bad idea esp on the Kajiado/Machakos county side where land has cheaper prices.

Have a mortuary there too. Then the headache will be how to package your product. Do you charge one-off or charge annual maintenance? What would you do if family defaults on annual maintenance? Exhume?

read somewhere some time back that a cemetery needs to have red soil, not near a river and not in close proximity to wild animals that would dig up bones.
your best cost effective bet would be to go for a crematorium fully equipped with shelf-like compartments for interring the cremains and where memorials can be conducted
