Your source is fake, I don't think its possible to accumulate Usd 22 Billion in notes,it would need several warehouses coz it would weigh about 220 tonnes. If the money was to be put in a single stack one on top of the other, the stack would be 27 kilometers high. So there's your physical problem.

However the bigger problem is that taking notes worth 22 billion out of circulation would be noticed even in the US.
