This is very saddening. Devolution seems to have been for distribution of "ponda mali ya umma" to more Kenyans. Early this month, the MCAs also toured Tanzania to learn how that country has managed to make mountain climbing a top revenue earner for its economy.The central government should put some checks on such irrational and selfish spending. http://www.nation.co.ke/...0/-/s4kqbo/-/index.html
