Are public officers supposed to be poor?

What is wrong with a public servant owning a matatu, flats, houses, land, having cash in the bank etc? Judging from the police vetting, it appears like its a crime for a public officer to own anything. I have seen many enterprising public officers who are making quite some money, from business etc not stealing from govt.

But if the rich are evil, then the poor must be equally evil. How can the public servant be rich without being evil, when the poor citizen has condemned himself?

Nope. They just need to account for their wealth logically. That is why you can see they are looking at both the assets and liabilities. Eg...if you own pieces of land and you took a loan at a sacco or its an inheritance from your dad, why would anyone want to ask you about it? In fact, the ones they are paying attention to are those whose sources dont really make sense or those that people out there have claimed they own yet they have not declared them. You remember like for King'ori Mwangi there was someone who had said he owns matatus, hotels and a rental apartment at Roysambu yet he had not declared them.

I found some of them quite enterprising like the one who said he's selling water at tassia making 10k per day, and has contracted tractors to Mumias sugar, and used to farm 100+ acres of wheat in narok and has leased lorries to some mining company, among various other business. He must be making over 2m per month.

There was one who pleaded with the panel to forgive some of the small mistakes they could have done coz if he is fired, he will just die. "You will start seeing us on the obituaries pages..." They are just being asked to justify how they got the assets where the mathematics is not adding up. BBI will solve it :)
