Where to begin... Flat in Kisumu

Have an eighth (14m by 24m) in Kisumu at Polyview: thinking of doing 13 units: one unit on ground floor (leaving parking for 15 cars) and 3 each on 4 floors. Units to cover as much of the land as feasible, spacious 3 bedroom. I have a the idea but my questions:
1. How much would it cost to engage a team to draw and get necessary documentation for approval?
2. I estimate that the floor area (grand total is about 1200 sq m. At a conservative cost of Kshs 25,000 per sq m, how do I raise the 30M required. My income, short of selling the baby is about Kshs 200,000 (with net surplus of about 100k pm), not much is cash savings or sellable assets.

edwinkoyoo@yahoo.com. Write to this guy in Kisumu, very professional and experienced. Qualified Architect and has done some very good work for a friend of mine who is currently doing some Apts there that almost mirror what you have described. Good luck!

@Maka: estimating 25k per unit hence 325k with full occupancy. Any ideas?
