James is a good cabinet appointment, but its a huge hole for NIC to feel given he has masterminded its growth from a tractor-based lender to a strong middle-szed bank

It is not about the salary. Such people have made enough money out there and are taking the offer for either 1. nationalism(for those that have this trait) or 2. for prestige/status. Am sure that people of such calibre can live without a salary, if they so wish.

Joe Mutugu, the FD should fill those shoes http://www.nic-bank.com/about/management/

I think he is 35. I have interacted with him and believe that he would be a wonderful CEO

But, consider this, for government to attract the right professionals, they have to pay well. Some would consider service to the nation as a noble call but MOST would look at the money first. SRC has set the salary of Cabinet Secretaries at 1.1 million. That's acceptable.

Let's me like Singapore which pays it's CS/Ministers very well BUT is brutal if they fail or are corrupt/incompetent.
