Exporter shipping charges and local shipping charges

Is it true that when importing, one pays for shipping twice? I am in the proces of clearing some goods from China. The expoter charged me for shipping charges. The clearing firm has also slaped me with a shipping bill that is almost three times what the Chinese charged me. The clearing firm has explained,

"The shillings 28,026 is local shipping charges here in Mombasa and what you paid to the shipper/exporter is overseas shipping charges.Should you have any further clarification please do not hesitate to contact us."

Is it true or I'm being deceived? Kindly advise

Your clearing agent obviously has problems explaining billing items.

Check and see if you have been billed for "Port Charges". If not, then I guess the shipping charges they're talking about is the port charges, which is mandatory. Note that you have to pay both the foreign port charges as well as the local port charges.

Or it could also be the shipping line charges, which are not shipping charges.

Below is the quote form the clearing agent.
Shipping Charges : Kshs 28,026.00
Port Charges : Kshs 3,440.00
Custom Clearance : Kshs 4000.00
Agency fees : Kshs 8,600.00
Transport :Kshs 5000.00
Taxes : Kshs 11,498.00
Kebs : Kshs 9,450.00

Total: Kshs: 70,014.00

Quote from the shipper read
FOB price Us$696
Shipping charges 125
Total 821

What are local shipping charges? In future ask for CIF price, rather than FOB.

CIF includes cost, insurance and freight (in this case shipping) upto the port of mombasa.

Thanks, that is a lesson. I think for now, I am cornered, I just have to pay then be bright in future
