Perhaps it would pay to analyse counties in a more in-depth manner and distinguish opportunities in various locales eg Naivasha, Nakuru town, Rongai, Molo, Olengurouone etc. Furthermore, what do you mean by "investment opportunities"? Could it be that there are investment opportunities that locals do not see as opportunities. eg there are many counties that perhaps do not consider agriculture as an opportunity (mainly because it is seen as a subsistence rather than commercial activity). A bulging population could be an advantage to some and a disadvantage to others. Counties like Isiolo or Marsabit have opportunities to set up wind/solar farms because of low-population densities, exposure to loads of sunshine ... etc
