@wilyum, if you read the content of an allotment letter, it is actually an offer which is meant to be accepted by the person to whom the offer is made. And by accepting the offer, it is to actually comply with its requirement which involved payment of fees for conveyancing. Once a file is opened and the fees contained in the allotment letter are paid, a lengthy process starts that culminates into a lease. The lease together with its forwarding docs are then suppposed to be forwarded to the relevant land registry for issuance of a certificate of lease (title deed).
In other words if the above process has not been done, then a search may not produce anything. so the best you can do as advised is to confirm its authenticity with the municipal council...and by the way, the allotment letter usually has timelines though they are not strictly adhered to. Meaning on expiry of the letter another offer can be done to someone else..
