Why buy a built house when you can get a customised one for yourself, A house in Ruiru or Juja, can you consider located just before you get to Thika (Ngoingwa) what is your expectation 3brm, villa.

Ksh Four Million is way too far on the lower side for fully built house in the area. If you have the cash, consider building one. The money might not be enough considering the cost of plots in the area but you can build in phases and live in the house as you complete the later phases. @Tinker mentioned Ngoingwa and a plot here might set you back a minimum Ksh. One Million. Fully built homes are going for Seven to Fourteen million in the sub-division (I know at least four in the market). Building yours might cost you Four to Eight Million depending on the finishes (inclusive of the plot price). These are real prices.
