There will be VAT charged on essential goods like wheat flour,maize flour,text books,charcoal etc etc.

the Value Added Tax (VAT) Bill 2011 hasnt been passed yet .Has it ?

If that is the case then the MPs will have to reject this bill. If they pass it never ever elect them again.
