If my understanding is correct, we are in this mess because Kiratu's ministry awarded oil importatiion tenders to small connected that couldn't afford to pay for the produce, he should go to Meru forthwith

An audit into goings-on in this sector is overdue to address systemic issues. For the actors, the Minister and PS should be taken to task by the Principals and if no satisfactory answers are provided, the responsible individuals sent home for crimes of omission or commission!

and i also hear that one of the conditions to get a dealership license (import of oil and distribution) is for you to pump in 1,000,000 liters of fuel into the kenya pipeline system. fuel that you will never have access to. then you can continue with your business. who eats that?? I am not sure its true but i have heard it a number of time.

I don't know about the exact quantity, but for any pipeline to operate, it must first be filled with the liquid that it will carry... Even when you are washing your car with a hose pipe, you must fill the pipe with water before you can get a flow at the other end.

When our fuel pipeline was laid down, the oil companies in existence at the time bought the fuel to fill it up. that fuel only filled the pipe - it could not be pumped out... unless you feed more fuel into the Mombasa side to push out the first consignment....but then that also is left in the pipe.

What's the volume? Well, imagine a 4inch pipe running 500km....

So, to compensate the original companies that filled the pipe in the first place, every new entrant must buy their share of in-fill fuel and give it to the existing players.

same idea should be applied to KPLC connections...

If I fork out a million bob to buy a transformer, and then my neighbour wants to tap from it, she should be asked to refund sh500k to me; then if a third one wants to connect there, he should pay each of us Sh133,333....and so on. That way, transformer cost is shared out...

Somebody should definately pay for the mess. The energy ministry and its organs for their failure to control the industry and the omcs for the economic sabotage because this is what it is. We should see cancelled licences or people in court failure of which kiraitu should resign or get fired.

The Sierre Leone trade minister says there is no shortages

May 4, 2011
Few days ago fuel shortage hit the people of Sierra Leone, with long queues at filling stations.

This came just after celebrations marking the country’s 50th independence anniversary, which is said to be an embarrassment to the government.

One litre of fuel is now being sold at 5,000 Leones, using the metric system which came into effect from the 1 May, replacing the use of gallon, the English measuring system.

From Sierra Leone’s capital, Freetown, WADR's Correspondent Mohamed Konneh has more on this story.

Thanks @mukiha... the name i was missing is IN-FILL. I have it from two sources that new entrants pump 1,000,000 liters before commencing business.
