This would make sense if it was meant to be 35gb per week, because 35 / 5.4 will give 6.5, which is about 7 days, but if it was per day, then, the speeds would obviously have to be more than 512 kbps.

To do 35 Gb per day would mean that the speed would need to be at least 3319 Kbps or 3.2 Mbps - Being the networks average speed?

(35 Gb / 5.4 Gb) 512 Kbps= 3319 Kbps
3319 Kbps / 1024 = 3.2 Mega bits per seconds
