What i'm saying is or moreover, what that CBK Circular is saying is, when your customers need cash...and u r short of liquidity @ the time...then sell the T.bills, bonds or forex b4 u go to the discount window.

If ANY bank lacked Tbills, bonds or forex and found itself in a liquidity crunch THEN that would be a MAJOR cause of concern BUT that is why CBK is there as a lender of last resort.

This bank is living dangerously...with liquidity ratio's only 1.5% above the minimum requirement...SMH! Luckly the IFC gave them $100M but still with all this tightening around its a concern.
