From all you are describing, the best route is to put KQ into administration. Clean up the rot. Fire the non-performers. Let a new KQ arise from the ashes.

Many, many, many moons ago... there was a firm called City Trust. It was a pure investment firm with one major holding.
Some shareholders asked for gifts, food and prayers at the AGM. The Chairman told them this was a business meeting and they are welcome to pray and eat after the meeting at their own expense. Laughing out loudly

Anyway, good luck to KQ but I sincerely want it weaned off the Taxpayers' largesse.
