Why? You draw a tree diagram and for each branch you construct expected procedure or due process and along each branch you get to critical issues.

Then look at the confusion already surrounding the story... I think I'm better off as a skeptic on this one. As @Mavegges asked, who counted the money to ascertain that it was 17B? When well arranged it is length ×width ×height (in bundles of 1M each) But when it is haraganiod then it's hard to say how much it is. Those unemployed hustlers are the ones who bear the brunt of corruption and scandals like this. Printing fake money may look like a victimless crime but that is because it is a crime against everyone. Prices of things rise for everyone and it hurts most at the bottom. In my opinion the punishment for these should be public executions by stoning.
