Jobless university graduates to get Helb loans relief

Quote:
University graduates who do not secure jobs within one year of graduation to enable them repay their State education loans will be spared penalties if MPs approve proposed changes to the Higher Education Loans Board (Helb) Act.

The graduates will be required by law to notify Helb in writing on the lack of a source of income a year after receiving their degrees or diplomas, upon which the board will not levy penalties on the loan.

Quote:
Helb has at times waived the penalties at its discretion, but the amendments proposed by Kiharu MP Irungu Kangata seek to entrench the practice in law.

I had accumulated a loan for 9 yrs and the loan was for 150,000 after adding penalties , it became almost a million. Went there and talked to someone who waived off the 800k but had to go to board . Beside that one year is too short for someone to get a job .way too short they need to give it more time.

Good idea. They could have added that the graduates notify the board when in employment. And since the P.A.Y.E data is always available, fine those who fail to notify them when ready to restart repayment of their loans.
Live and learn; and don’t forget, nothing ventured, nothing gained.

Mine cleared a while back after HELB clearance certificate was required for something I was following up. The penalties and interests were more than 3 times the principal. Felt like a daytime rip-off. I have considered lobbying my MP to insert the in-duplum clause in the bill once it comes for debate, just like they did with the banks. The interest and penalties SHOULD NEVER exceed the outstanding principal. My views

This is one word the young & hustling do not want to hear. The HELB clearance certificate is a requirement in order to get employment in some organizations.

For employment, you dont need a clearance certficate, but status of the loan and repayment schedule.

What irked KOT more was the fact that while Helb beneficiaries get the certificate free of charge, non-beneficiaries have to part with the modest fee.

That is not all. The Helb recovery manager Geoffrey Monari says that the certificates are valid for one year meaning non-beneficiaries have to fork out Sh1,000 annually if they need the certificate.

The board took to social media to announce the requirements.

“Ksh, 1000 is for non loanees. Loanees are issued with a cert (sic) free of charge. Where one is not a beneficiary they will be required to pay 1000Kshs for the Helb clearance certificate,” tweeted Mr Monari.

“The clearance certificates are valid for one year, afterwards one has to renew them with us.”
