You are always wrong about me Murchr. I just don't believe that creating laws is the answer to any problem.
Implementing laws is the answer.
Now how do you expect a policeman to implement a law when he can't even live in a decent house?
You tell this policeman to arrest any speeding driver. Yet you hand him 1 working speed gun in the whole country.
You tell him to chase AK47 weilding thugs when you supply him with a rungu.
Exactly how is he supposed to implement the law you have forced down his throat?
Kenyan law makers are behaving like that mathee who lives the maid with 20 bob in the morning and expects that her 5 children will be fed with cucumber and strawberry pie 4 times a day.
That is why you see me fighting these so called "save" Kenya laws. They are only a public relation exercise that is meant to corrupt one set of people while pacify another group.
No decent country can enact a law without the funds to go with it. Read about it a bit. You will find numerous laws that have been shelved in the US just because there was no money set aside to implement them.
It's that simple.
If there is no money, to implement a law and you pass the law, then you are running a police state in which that law will be applied depending on the economic status. In Kenya tribal status, religious status and political status also applies.
That is the failure of the system. Some like quicksand blame the citizenry, I blame all that play in this game of chairs.
