Nope. A person is a product of their environment. Thus if a msungu, jarabuon (okuyo) etc kid is adopted by a jaluo, he will grow up with luo mannerisms and attitudes. Likewise when Obama, who is genetically 50% luo, was raised as a msungu, he became basically a msungu in his attitude and mannerisms. I wonder if obama has what you are calling ujaluo.

Papa Doc and Baby Doc were puppets of the Americans. Which means they were installed to promote the interests of American government NOT Haitian people and not even American people. If they veered from that mandate, America would have simply had them assassinated, staged a coup and installed a new puppet. This is what America did in Latin America and the Carribbean for much of the 1960s, 70s and 80s. So you can hardly blame the Haitian people for this.

Even in Kenya, if for some reason, Kenya was of strategic interest to the British, they would have come to Kenya, had Kenyatta overthrown and installed their own puppet.
