Boston is not a record breaking course for another reason. The weather in April in new England is often terrible. Mutai and Mosops 2011 performance was a clear outlier. The other fast courses are Rotterdam and Frankfurt but they tend not attract the top cream.
I am not aware that wind is a factor in ratifying Marathon records.
