My employment income on the other hand is taxed like mad.... I believe the key to balancing the budget is in the recurrent expenditure... 1) Reduce wage bill 2) Reduce GOK size 3) Selloff non essential parastatals like Portland cement 4) Streamlining procurement 5) Kill the lavish allowances 6) Emphasise PPPs If Uhuruto can gather enough cahunas to effect these we would have a surplus budget! Additional income will be just over 10b but the pitch is on VAT refunds. I agree with GGK, reduce exemptions and do away with zero rating. By the way there are refunds for exempted organizations eg AKDN Truth forever on the scaffold Wrong forever on the throne (James Russell Rowell)

Especially dealing with the monster called pending VAT refunds by drastically reducing the list of zero-rated items and taking them to the Exempt list. Increase in revenue collection was just but a bonus. Nothing is real unless it can be named; nothing has value unless it can be sold; money is worthless unless you spend it.

Rank: Hello Joined: 10/29/2012 Posts: 7		people needs to understand why the gava do some things like the increase in VAT its long overdue that thing should have been done long time ago. imagine a guy in nbi owning 15 cabs each giving him at least 2000 per day translating to 60k per cab pm making the total to be 900k pm net because the guy is in the jua kali sector meaning that the only form of tax he pays is VAT on the vatable commodities.what gava ought to have was to increase VAT to 20% and this should apply all people across the board even those with diplomatic immunity except for the military because that will still trickle down to us. then it should reduce the rates for for PAYE for those in employment.

I think the aim was to increase the revenue....If the number of refund claims are going to reduce(by moving the zero rated items to exempt)then you are going to increase the revenue If Obiero did it, Who Am I?
