On who's account?
Govt of Kenya!!!
Provided it is within their budget, i don't see anything wrong with that. let us avail judiciary to all by 2015.
Why a fixed wing aircraft and not chopper?
How will yu land a fixed aircraft in the thickets of Marsabit?
A fixed wing aircraft is cheaper to buy and operate than a chopper. And many towns in Kenya have airstrips where light aircraft can land (even murram and grass strips, doesn't have to be tarmac).
Infact when a judge is travelling to some far flung area e.g moyale, marsarbit, mandela, lamu, taveta etc, it's cheaper to use a plane than a GoK prado. Why? Apart from fuel and car maintenance, you need at least 2 drivers, 2 security men who would need to take allowances for accommodation for nearly a week for the to and fro journey. With a light 7000cc plane, it takes just an hour to get to those areas, get the job done and you are back to nairobi. That is why many ranchers/farmers in laikipia etc prefer to fly their cessnas to nairobi than use their land cruisers. So wacha judiciary wanunue ndege.
