I think they just answered Kenmacs prayer.
But knowing safcom? I think it will have some conditions attached; say for instance,they may demand a minimum bundle limit balance before the balance can be rolled over.
I am nt sure they want slow users.

What happens if people purchase few new bundles to top up rolled over balances?
I thought an ISP is happy with fast internet users but won't this 'rolling over'slow down purchases?
I don't think safcom are that stupid either.
They have (by the announcement) suceeded in pushing it's 'slow' customers to purchasing few but expensive bundles (which we all hate to buy)to top up the balances and the resulting effect?
It's going to more expensive for the customer but profitable to them because their market for few but exp.bundles will go up.
