I know how it feels when I am a victim of an idiotic driver on the road (most usually a Matatu) and I wonder if an armed traffic cop will not just shoot out someone's tyres as they overlap...
Find the roots of corruption and you end it pap. Government agents demand bribes and citizens have no otherwise if they want services given to them. It is an issue of agents abusing authority. A lone policeman should not be on duty as he presents an ideal condition for corruption. So, the argument that it takes two to tangle is bulldung on matters related to abuse of office and bribing. Why does the gover work in USA? Kwani we still have monkey mentality? Moi started extreme corruption, it wnet down to government agents and finally you could not get services from the gover unless you bribed. Even when your car is in excellent condition, the police still ask for chai. If you don't cough something, you are victimised. If you clobber the officer, it is bad. Jameni.
