How true is that?


This was in the era of the graduated personal tax(PAYE) which used to fund the majimbo system. Every employee(actually all residents) had a tax card which also indicated the area of residence and the employer would affix tax stamps for the income tax deducted. The income tax collected would then be remitted to your area of residence. Nairobi was the best collector because it had the most employers. So yes Nairobi City council was quite cash rich. Graduated personal tax was later abolished and replaced with the income tax act where PAYE goes to central govt. The rest is history
