Normally if the cost is greater than the benefit... In this case can we have a proper appraisal of both?

What lessons are the staff meant to learn? How can they be made to learn the specific lesson(s)?

Looks like KRA issues hoodies to staff. It can't be a coincident that they were all nabbed on kamata kamata day and all had hoodies for backup.

This is herd mentality and very naive. This type of court cases wear people out, they will soon realize that the charges are individualized and you carry your own cross.
