One of my relatives was arrested last night for loitering, I went with a lawyer to the station and they could not prove leave alone explain the offense. It's basically an avenue for extortion. Suppose he was pulling a "Jaden Smith" flagging down cars with male Johns in them, it would be a valid reason to arrest for loitering.
