He must be ready by "dressing" appropriately for such an eventuality.

My issue with such drills that are not announced is that they may create complacency - and if the real thing happens some may just think its just a drill, and avoid going out of their way to escape like jumping into a dirty river.

Training is done well in advance of a drill. Then again it defeats the purpose to announce an event as a drill ahead of its time. Health and safety in the workplace, school and other public places has to factor the changed environment we live in. Strathmore management did the brave and responsible thing. They have access to information regarding their institution most here do NOT have.

What alternatives are those complaining here proposing?

A drill is not suposed to result in the death of those who are targeted to learn . It should done in such a way that there is no death of the target otherwise it loses its purpose
