Let's also not forget that corruption is also a tool for political control.
Those who take polygraph tests may be the dissidents.
More bureaucracy means more corruption and more control.

There are known people who okeyed the payment after 'verifying' that all the requirements were met and the goods were delivered in good order. Now, what polygraph do you need there. Plus polygraphs can be easily manipulated as they are a person's opinion. BBI will solve it :)

A typical speech is divided into two:
1. The English part for donors and the great beneficiaries of corruption who have to finance the loans.
2. Kiswahili for mass man who needs only pep talk.
Real issues can't be addressed in these speeches.
So in simple terms, it's much ado about.................
