I did some research on this idea six years ago for a company that I was involved in. Found that the latest technology is the so-called 'Touchless' car wash system which works with extremely high pressure jets only.....no rotating cloths to mimic the manual washing.
Also, instead of moving the car on conveyors, the water jets are the ones that move along the length of the car....they are computer controlled so that the horizontal ones do not spray water in spaces where there is no car...e.g.,over the bonnet....
The system also had a built-in blow drier.
Total washing time? 30 to 45 second depending on the size of the car.
Estimated cost: sh15million [from an Indian supplier] to sh30 million [from a Canadian supplier].
The greatest operational cost is NOT water!! It is electricity and financing.
After doing all the numbers,we estimated that we could charge about sh100 per wash [NB 6 years ago] at a time when manual washers were charging sh50 for complete job [inside and out]
The one demonstrated on TV is very old technology...perhaps about 30 years old. We used to see that kind of system in the movies from the 1980s and 70s. Because of the conveyors,it consume a lot of electricity and thus I am not surprised they are charging sh400.

Nothing is real unless it can be named; nothing has value unless it can be sold; money is worthless unless you spend it.
