change mind-set of police from serving politicians to serving wananchi.

re-build trust of wananchi in polics ONCE again

get basics right - housing, uniforms, WORKING EQUIPMENT ETC, merit-based promotions avoiding "Godfather" mentality to boost morale etc

EMPLOY SIMPLE TECHNOLOGY LIKE CENTRALISED DATABASE SYSTEM

weed out rotten eggs -VERY IMPORTANT!!!!

FINALY - MAKE IT VERY PAINFUL FOR AN OFFICER TO ENGAGE IN CRIME IN WHATEVER FORM. INFACT, MAKE IT TREASONABLE!!! AFTER ALL, THAT IS THREATENING STATE SECURITY...

In addition we need to Chan out stories of how badly those who get involved in crime are doing including getting jailed, shot by police, all money recovered etc.

This hopely will discourage those who are likely to start their career in crime once they notice that the payback is not handsome.

In other words we need to make crime of whatever nature including corruption unfashionable

an ocpd in bungoma saying on ntv that his officers were convinced by 'some villagers' that the villagers were just pursuing cattle rustlers and therefore the officers saw no need of rushing to where the screams were coming from.
time to raise the minimum grade for police recruits.seems to be a service of losers.
