I think this is a case of the powers that be moving abit too fast. Angola has only been enjoying relative peace for less than 15 years, therefore some of the 1st people who are supposed to occupy this towns are as of right now in high school. i.e children born soon before the end of the war and never served as maybe child soldiers or their education was not affected by the war. There are definitely exceptions but they are few. I think Kenya's case of Konza & Tatu city will be different if the middle class continues to grow.
