If Wanjiku took Ksh.0 loan, how are deductions on her Mpesa account coming in.

Do u need to have money in your mpesa account for m-shwari menu to start working properly? I got an m-shwari account but everytime i go to m-shwari on my phone it says activate your account and when i do so they say an account is already created.
