budget 101 - the size of the budget is determined by treasury technocrats not the politician/minister

First things first, spending more is not a problem,we need GoK pumping money into the local economy through development expenditure. What we are spending it on largely - recurrent expenditure - is sh**y.

Someone clever educate me....
From the figures,it seems we will be spending almost 1 billion (say around 800m) on defence a week! Surely,we are not at war,we had allocated the same for last year, what do these guys do with this money? we dont buy vifarus every year,do we? and if we do,where do the others go to? we havent been at war ever, what do we do with all the money we allocate to defence? And the damn choppers are falling all over our houses bila mpango!!!!
Some deals are like glass. Sometimes it's better to leave them broken than try to hurt yourself putting it back together.

Limit civil service cars to 1800 cc. Sell off all guzzlers and use the money to resettle IDPs. More money for CDF,more equitable (?).
I think Uhuru should be lauded for some of those proposals.
The problem with equality is that we desire that it be with those that have more than us rather that those that have less

Sh 800 M per week might not a lot of money. I am not sure how many people are working in defence. If say the number is 25000 the sh 3.2B per month turns to be about sh 128k per person per month on average. This is not a lot considering it wil include salaries, food, medical expenses, etc. No capital expenditure included here. Does this make sense?

My Constitutuency CDF has been among the worst managed... was among the leading on missing millions.....I was suprised to hear my councillor say on radio that our MP cannot pick his mobile phone call ..and they dont see each other face to face..... how do you expect the people on the ground to get hold of the MP if their councillor can't? I don't understand... ...how comes when taxes on beer, cigs, fuel, our income,VAT etc are raised the increase is immediate without MPs discussing while a small thing like the MPs income had to be discussed and approved or rejected?
Shouldn't we wait for them to discuss and approve before eabl n' pubs increase price on beer???

I started a topic 'People's Budget' only to find it annexed to this one. Evidently someone has not got their head screwed on right and cannot really lay claim o moderating, neither editing but rather something else. My ambit was to highlight those aspects that help people, deprive the 'haves' (and make them hurt). Now someone has stuck it under 'the uneconomical uhuru budget' - my faith is rapidly waning on the ability of moderators here to allow open and frank discussions. Nay,its completely ebbed away.

...and its immaterial whether they are practicable proposals...its just the thought right now...reading the mood of a people who are on the verge of a revolution.
