Relocate the town to where? Which part of this country doesn't flood when it rains? Even the towns built on a hill still flood...

With the experience a huge junk of this town should be demolished to allow the river flow unhindered otherwise people shall continue to die unabated.
the unfortunate thing is that much of that water comes from upstream and it does not have tio rain in Narok town for the floods to wreck havoc .

the is plenty of land in failry safer ground around Enkare Narok...

They are saying the town is on the path of a seasonal river. If they cannot relocate the town, they can "negotiate with the water" to change its course since they are on its path.

I saw this comment "Funny how people pray for rain and expect God to build the drainage too"

The river has been following it's course for ages. Then a few years ago some people decided to build on the river bank. Who is to blame?

Just bulldoze the offending buildings and fence off the are as the river basin is restored. otherwise left to their own devices natives shall continue dying
