Kenya Power: is it a value stock?

I have been following Kenya Power share for a period and have noted that its price has remained at around Kes15, with a very low P/E.
What do wazuans think of this counter considering that this is a monopoly, electricity generation is increasing, it has up-scaled connections to consumers and is improving on power system efficiency?
