Mental/Intellectual maturity is more important than age! I have met 40 year olds who reason like lower primary kids and I have also met 20 year olds who could run a whole department in a multinational company if given the chance.

If you are specific about age though, then it should be as a ratio not as an absolute value. For example +5 or -5 is a huge difference if you are 17 but not that big if you 30!
