He is saying that cartoonists have too much sway at the NSE compared to fundamentalists.

How do they expect to have efficiency in price discovery when the pensions have an 8% exposure to listed companies?

Price discovery is primarily fueled by retail traders. Most large fund managers don't actively trade. They can hold a position for even 5 years, so long as the dividend is right say 7-9% per annum and capital appreciates positive say +5 per annum
