Terrorists threats against Kenya by Al-Shabaab militia operating in Somalia is apparently real following the recent
incident in Uganda in which an estimated 80 people were killed and unknown number injured in a multiple
explosion at a public gathering. Further discovery of bomb detonating devices in Ongata Rongai has also heighted the
security situation in the country therefore putting the security forces on high alert over any imminent attack. Places
with high human traffic including entertainment spots, shopping malls, sports venues, and office blocks easily
accessible by the public remain suitable targets. Below is a highlight of signs/indicators of an imminent terrorism
attack:
1. Surveillance: Suspicious photography and possession of floor plans of high profile/public buildings
2. Elicitation/ Seeking Information: Attempts to gain information by persons not always privy to the same
3. Tests of Security: Deliberate breach of security procedures to test alertness and equipment effectiveness
4. Acquiring Supplies: purchase of military and security related hardware, uniforms/identification etc
5. Suspicious People Who Do Not Belong: Persons without a clear purpose for being in a place, with no clear
objective
6. Dry Run/Trial Run: Strategically placed to monitor security personnel operation
7. Deploying Assets/Getting Into Position: Final stage, suspicious isolated movements often preceded by
spotting of abandoned luggage.
In view of these developments, All staff are reminded to be vigilant, remain alert and take extra security/safety
precautions as highlighted in the tips below:
• Avoid large public gatherings as a routine security precaution to mitigate the risk of exposure to incidental
violence
• Be alert and aware of your surroundings at all times. Take note of exits locations and think in advance about
how you would evacuate a building or night club, if you had to do so in a rush.
• Be aware of items that may appear to be out of place, if it does not look and sound right, it probably is not.
• Do not accept gifts or offer to assist in watching over packages to strangers.
• Do not leave luggage/parcels unattended.
• Staff intending to visit North Eastern province either on official/non official duties must endeavour to get a
clearance and security update from security helpdesk
• If caught up in an explosion, take shelter against concrete wall or a tree to ward off shrapnel or flying
debris. If in a building exit ASAP, do not use the elevators. Check for fire and other hazards. Take emergency first aid kit with you, if time allows.
