Management and boards are liking the flexibility of having oodles of free cashflow to play with. That would be a pity unless banks have solid and sensible plans for the capital. Compare Equity to DTB. Greedy when others are fearful. Very fearful when others are greedy - to paraphrase Warren Buffett

Equity might actually be the exception because of their recent dividend history. They may want to restore full throttle.
DTB on the other hand reluctantly pays dividend, like they feel the pinch of every shilling they part with. Covid gave them the perfect excuse to stop paying altogether.

It will take time before banks restore dividends to the level of FY2018 results Wealth is built through a relatively simple equation

I expect ABSA and SCBK to pay good dividends. I have both.
JM said 30-50% of the EPS for Equity for FY2021.
DTB's board feels paying dividends is like they do so from their own pockets. Greedy when others are fearful. Very fearful when others are greedy - to paraphrase Warren Buffett

They should have paid this in December; what a great Xmas we'd have had. Anyway the dividend can still pay fees in January.
