The measure of any reforms is in the delivery of the ultimate service. To pander to the tribal hegemony and to cast dark spells on each and every initiative is to miss the point by a huge mark. What we need in this country is to not only drive the reform process forward,but to make sure that it never falters under the weight of suspicion or speculation.
