It appeared so because he copy pasted direct from the gazette notice and never bothered to counter check. "Using aircraft types B777, B787, B737,E170,E190, E145 and DHC8 based at Jomo Kenyatta, Moi, Kisumu and Eldoret International airports." Reads the gazette notice. If you have built castles in the air, your work need not be lost; that is where they should be. Now put the foundations under them.
